Could anyone provide links to companies/agents who do this at the lowest prices?

If cost is all that matters, I believe AABOL (Offshore company - offshore company online - affordable formation services) is still the cheapest on the market for Seychelles with their $400 offer.

But don't expect high quality at low price. Good people generally don't work for cheap.

have used the both in the past, they do what you want them to do, forming a Seychelles company but as sols said, don't expect any professional useful advise.
