Options for RU Citizen International Companies and Citizenship

I am trying to help my friend who is a Russian citizen and currently has residency in Montengro.

There are two problems we are trying to solve being complicated by her current citizenship for the obvious reasons:

1. She is trying to find a service that will open an international company in Hong Kong or elsewhere for Russian citizens, so that we can get her banked and also allow her to do business more normally again.
2. She is trying to acquire citizenship somewhere else as fast as possible.

Cost is not a concern.

Does anyone has any insight on what options are available to her? Thank you.
 
Not that i will advise on sanctions violations which as i understand do not apply to all Russians just all Russians trying to use SWIFT etc..

But i will point out HK is part of China and HK is open for business for Russians.

IN addition Vanuatu sells citizenship quickly.

Me neither.... OP, i's NOT because we don't want to help you or her but we don't have enough firepower to "run through" those who come for us (think conspiracy BS) on orders from their Overlords and Slave Masters 😉

Now, having put out that disclaimer, for educational purposes only...if I were her, I would go to vk.com and start by searching communities of Russians Overseas, International Russians, Russians dealing with Western Sanctions etc etc.
I would also go to BitPapa to see if they can guide me... (If I were Russian, of course...just brainstorming 😉 smi(&% )

EDIT: A European male relative living in Moscow told me she may need to access bitpapa.org depending on her location. Not sure about the veracity of this information. As always, she needs to do her OWN due diligence and vet things according to her peculiar & personal needs. 😉

If she has residence in Montenegro then should have no issues with banking currently as it is as far as i am aware.
