Holding company jurisdiction for a Wyoming LLC

What are the best jurisdictions to form a holding company for a wyoming LLC? I'm looking to receive dividends instead of LLC profit distribution through an additional layer.
I can't use the US or UAE. Tax residency is UAE.

Does that the company would be tax resident in the UK or UAE?

It can be tax resident in both. The company is by default tax resident in UK. It can also at the same time be tax resident in the UAE.
