You've come up with a really solid plan. It's so refreshing to see someone actually think through what they want and the options available. I'm impressed. Plus, it's a pretty smart way to avoid paying taxes.

I have reasonable doubt that this would apply to him. But if he is planning to open a production facility in Qatar, he could definitely apply:

Do you executed this plan and how is living in Qatar? I mean compared to Dubai where everyone is moving if they want privacy and almost no tax ?

I can advise on the living in Qatar query - having lived and worked there up to the FIFA WC.
It is like Dubai perhaps 25 years ago, its glizty and show-off in some areas, but still there are wild natural areas to enjoy at weekends (that's Friday in Qatar).
Since the WC it has also rather emptied out, all construction is more or less complete, so there is no great headlong rush of projects, its all rather quiet and therefore not much business either these days.
Costs of living is gradually coming down especially accommodation as that had become crazily expensive, now there are not so many European engineers/architects etc etc, however alcohol, while freely available, even too freely for the girliewhirlies of QR on their nights out, remains monstrously expensive.
To summarize its a nice place depending on what you want .................. but this if from a now 30 year resident in UAE.

Dubai has really attracted hundreds of thousands of fortune seekers over the past 10 years, including influencers and others who believe happiness can be found there. Qatar seems like an overlooked place with even better conditions for businesses operating internationally.

Have you given up on your business plans, or were you simply unable to establish a company, visa, and bank account in Qatar?

It also depends on the standard of living in Qatar compared to Dubai. Dubai is booming and super modern.

Qatar isn't quite there yet, right?
