Which countries allow foreigners and or citizens to sports or casino gamble tax free!
 
Indeed. There are so many ifs and buts in tax law that someone would be crazy to give a definitive answer, especially when you add gambling to the mix. The general rule is that intra-EU/EEA gambling is tax free. But exceptions apply here and there.

For example, if you're a professional gambler, it might be considered taxable income. That's the case in Australia, Canada, and a few other places, where gambling winnings are otherwise not considered income and therefore not taxed.

I know only so much that Ive come across helping some pro poker players and sportsbettors relocate and optimize taxes, but perhaps this will help: The Gambling Law Review - The Law Reviews: Title
 
Most professional poker players that I know live in the UK as it's tax free there. I think Austria and Ireland doesn't tax gambling either.
