UAE 9% tax apply to FZCO that sells to US?

Confused on the topic, I am hearing 2 different things from both sides.

If I have a FZCO that sells online to US based customers, and none of the customers are domiciled in the UAE would I pay
the 9% corporate tax?

The company is based in UAE, and it would have substance there but the customers would be from USA.

Yes you would be subject to corporate tax in UAE.
