'Every company' in the UAE will soon employ an Emirati

It's not a big deal if you ask me since it is not every company but every business employing between 20 and 49 people! I assume for most around here this does not apply!
The government on Tuesday said businesses employing between 20 and 49 people must have at least one Emirati staff member by the end of 2024, and two by the end of 2025.

yes exactly correct, unless they keep pushing it down it shouldn't apply to most here.
 
Either that, or they will just pay the penalty and treat it as a cost of doing business.

depends on the penalty. But it could well be possible to find good employees in the UAE for usual IT work.
