Offshore company in Europe (nut not in the EU)

Hi all, my client is looking to form a bank account in an European country with a local bank account. But he doesnt want it in the EU. He is thinking in Serbia o Montenegro. Do you have any lead or lawyer's office I can reach out to?

You can consider that the best jurisdiction outside of the EU but in Europe is Gibraltar.

You can talk with such a company GERAI LTD they are in London (UK) and working among the EU.
