what bank would you recommend?
I'm a little surprised that it's possible because most of Spain banks will Not open business account for small US LLC like the one I have.

By opening via POA, I would need to have a trusted person in Montenegro. So I don't have one.
Is there online banking in banks of Montenegro?

Yes, there is online banking, but it is good for your Hong Kong or any European Company.

UAE has different free zones, accordingly, prices are different based on business activity and the prestige of the free zone. It is not correct to say that Dubai is Expensive, it is conditional.

If UAE is not an option - you might consider Serbia.

Russian friendly country, company formed in one day (no special requirements), banks open accounts same day, a lot of companies from Russia moved there, Russians are generally welcome, 2 hour flight from Moscow.

Serbia left FATF grey list a while back in 2019. Not sure if it will be placed back on some other list due to Russia connection. You can be certain they will look for a reason to dump on them.

True about FATF, but that was 4 years ago.
Although, it can happen again - chances are low IMO.
