If you are referring to Dominica and not Dominican republic, you can try 3S Money or Currenxie.
Airwallex does not seem to include Dominica in their allowed countries of incorporation list.

According to Google, Dominica and Commonwealth of Dominica are the same
yes I ment Dominica=Commonwealth of Dominica, this is the same, so the company doesnt reside in Dominican Republik
Wise declined the account opening they are don't interested for that i would pay 24% tax as local company, if there is in Dominica they don't open the account.
