Is it possible to open personal bank account in Malaysia only with tourist visa?

I think it is unlikely that a bank will agree to this.

Non-resident banking is not very common in Malaysia (except for Labuan). People usually go to neighbouring Singapore for that, but even there it's become more difficult lately (higher minimums).
