why not exchange them to crypto and get them out of the country that way. There must be exchanges with some higher fees on the black market that can help with such stuff.

Can you do PM to BTC then exchange it, probably use local bitcoin or paxful?

KYC would be a bottleneck with most routes. I'd exchange as much as possible to USD/EUR and try to get it out of the country physically. Gold can also work.
