Anywhere, location is not an issue. He should have, or have access to, a laboratory for conducting experiments

Then look into Russia or any of the Eastern European countries. But mainly russians because lots of them are looking for an "opportunity" to Escape from the current shitshow that's happening right now.

Look into russian universities, read russian papers that are made by famous professors, or better yet hire a russian freelancer from fiverr/upwork and make him do the research for you and compile a list of good russian Scientists/chemists and their contacts/socials, and start contacting them - one by one.

you will find better results there, or have a lead to where you should look.
