Cheapest EEA country to incorporate?

Any idea which country in the EEA is the cheapest to set up a corp? I need to make a one time transfer to said corp and it has to be in the EEA.

Cheaper to incorporate definitely Estonia.

I've seen some rock bottom prices in Romania, Bulgaria, and Hungary. But when you factor in everything it takes to get the company actually operational, Estonia is indeed one of your best options. Latvia and Lithuania can be quite cheap and fast, too, but the process is more standardized and efficient in Estonia.
