Tell me, do I need EE IBAN

I need an online bank with EE IBAN. Estonian banks like LHV, Swedbank, SEB don't suit me, I can't open them. But I know that LHV has signed a contract with many payment systems such as Monese, Rewire, Sync. I need other services, please tell me.

I need the name of the service, I will register myself, I don't need people to receive and withdraw funds, I just want to have an account with EE IBAN

Rumor has it Wamo.io and Payhawk give you EE IBAN, please research. Also curious why does it have to be EE, most people who wants EE IBAN are e-residents trying to meet Google ad-sense's stupid IBAN requirement.
