USD account with debit visa card

i need a personal USD bank account with visa debit card in USD or account for Belize IBC.
i am resident in UAE.
purpose of the account is withdrawing money from company paypal (high 6 figures amounts).

how this works:

• paypal sends multiple transactions of 2000 USD (example: you are withdrawing 10.000 USD, paypal will send 5 transactions of 2000 USD to your visa card)
• card must be visa (master card doesn't work well)
• card must be debit card, and in usd (linked to usd account) to avoid conversions

UAE banks will not issue a card in USD.
bank wire transfer is not an option since paypal requests to have us account
wise will not work for uae residents (you can send money, but you can't receive it)

i plan to withdraw money to personal account, and declare it as dividend (since I am in zero tax country i can put it all on my name).

remote bank opening would be the best, but if I have to travel I would prefer somewhere around or in europe

everything is legit and on my name (no nominee, darks or anything like that)

any suggestion where should i go for the account that meats above criteria?

what can't happen?
business account or personal account in usd?
as i said, any country will work for me considering the fact that i am a uae resident and don't have to worry about crs or taxes

Almost no EMI will touch the USD - Mercury EMI may be the best to approach for your needs but not sure if that will work for you.

yes, i am aware that emis don't like usd
what about actual banks that provide usd account and corresponding debit card for it?
as i said, i can both work with personal acc and business acc for belize ibc
mercury will not work since i don't have us llc and i am not resident of us

Why not setup a Wyoming, Delaware or New Mexico LLC and get yourself an account with Mercury.

It is easy, faster then searching the Internet for some sort of EMI which will get troubles sooner or later anyway.

because i am not 100% sure that i am tax exempt
there are some parts of the us law that say something about substantial amount of money(work) coming from the us, that might qualify your llc to be taxed in us
as you know there is no place of any uncertainty with the irs, i would never take that chance

The main issue is the USD account, there was EMI's around that had USD accounts in the past but they removed them for good reasons. I'm looking into some EMI, that claim to have USD accounts but I doubt they have, if, I will post here.
