Perfect Money vs AdvCash are they the same?

I stumbled over the Perfect Money website, the service lookes similar to what advcash is offering, can they be compared both?

AdvCash could work well for all private people. PerfectMoney has been useless for me.

PM has vouchers, sometimes, the rates and commissions favor use of PM.
I use both.
