Need country with min 16% income tax

My tax residency exempts me from paying tax on international income as long as I have payed 16 % or more on said income elsewhere.

So far I have been using the U.S. for my international consulting work but the 30% tax rate is brutal. Any ideas about a jurisdiction where a non-resident, non citizen can choose to pay income tax or equivalent for consulting work?

Personal income or corporate tax?

For corporate, maybe Hong Kong (16.50%, territorial basis but no one will complain if you pay tax on the full amount), Singapore (17%, semi-territorial considerations), or UK (19% , worldwide)?

Personal is harder since most jurisdictions have tiered system where you pay different amounts depending on how much you've earned.

Assuming you are non-resident for tax purposes in Mauritius, any income income you transfer to a Mauritian bank account will not entitle you to pay Mauritian taxes on these income. The corporate/personal tax rate in Mauritius is 15%.

@Osh18 yes, that's the problems I fear I will have with most jurisdictions, except the U.S. which generously allows you to pay takes even though you aren't a resident or citizen.

Why not set up a company in a jurisdiction like say Mauritius and you route all your Consulting income to the Mauritian company which pays a 15% corporate tax rate. The company could settle your personal expenses depending on arrangements made and you thereby don't remit income to you which will be taxable as you havn't paid at taxes at the rate of at least 16%.

I want to have the funds under my name. A Mauritian Company wouldn't solve my issue.

Do you know if these countries allow me to pay personal income tax despite not being based there? Also, are there any withholdings if I am billed from the U.S. for the payee or for me?

Why do you need the income to be in your personal name? If that is true and can't change you have to relocate, there is no place where you can route your money to while you live in a different country and avoid to pay taxes!
