Looking for advice. Is it possible to easily open a personal account in Europe remotely ?

Some banks/EMI are less risk-averse than others.

I have recently opened both Bankera and iCard accounts. Bankera is great once you jump through the verification hoops - though iCard provides virtual / plastic GBP cards. 😎

You can open in Georgia remotely (with Bank of Georgia), I have an agent who I can refer you to who charges $600 EUR to have it done remotely.. I am waiting to get her to help me as Thailand isn't part of the hauge convention so it's a pain to get documents certified (which I can easily do in Paraguay). Not sure if that's helpful, probably not if you need an IBAN - but if you just need an account in EUR/USD e.t.c. with a debit card it might be good 😉

You can open an account remotely with HSBC Premier in Europe (e.g Jersey or France). Additionally, you can use it to open another Premier account in HSBC UAE to make it easier to move money between the countries.
