Be slightly careful with First Investment Bank, but the probability of any Bulgarian bank going under is close to 0 atm. The ECB is keeping a close eye on them. I have experience with pretty much all of them and they are all horrible in terms of customer service, mediocre in terms of online banking, ok in terms of fees and great in terms of ease of account opening.mrkyc said:

How do you get a BG IBAN with Paysera?
If you register as a BG entity they will give you one. I have had it before, but never actually used their services.Marie Manila said:

I'm currently banking with DSK and credit bull bank. Both are not bad and also not great. But they do the job. To open a bank account goes quite quickly. (Max 1 or 2 days) and card creation (visa/MasterCard) takes about 4 a 5 days.

If your not a resident (and asume non eu?) it's extreme hard to open. If you have a company already you can set up a branch in Bulgaria and then it might work.
