WeWork Dubai - only one location!?

I noticed there is only one WeWork location in Dubai, compared to 47 in London, 34 in Shanghai, 13 in Singapore, 11 in Mumbai, 9 in Tel Aviv, and so on.

Why are there so few locations in Dubai?
Is there a significant competitor?
Is it because most people already have workspace in their freezone?
Or is it illegal to have an office outside your freezone?

It would be interesting if anyone knows the answer. Thanks.

There are so many co-working spaces in Dubai. Every Freezone has a Flexi desk option for Co-working space

Dubai's Bread and butter is a Real estate, They are so many co-working spaces is available. so many competitions, They are oversupply for this type of startup. Just google search you find many .
