Tax exemption certificate for a Seychelles IBC

Hi,
I was wondering if there is any replacement to the tax exemption certificate that Seychelles used to issue for IBCs incorporated there. I understood that the service is no longer available.
I was offered a letter from the Seychelles Revenue Commission, but its wording- "the company is not registered with the Seychelles Revenue Commission for tax purposes and does not have any tax obligation in Seychelles" might be interpreted as if the company is liable to pay tax somewhere else.

Any suggestions?

An IBC cannot conduct business in its country of incorporation. It hence can be liable to pay tax somewhere else in its place of operation of effective control which is not the Seychelles.
