Bank cryptofriendly for Costa Rica resident

I have a friend, it is spanish, but his tax residence is on Costa Rica,

1- Which banks are cryptofriendly as a resident of Costa Rica, either in euros or dollars, bank european or not, for daily card use and to receive transfers from exchangers ?

2- It is posible open and account in Fidor Bank in this situation, Costa Rica is a supported country ?
