Which is better for preserving tax privacy Panama vs. Belize vs Seychelles Foundation?

I'm debating between these 3.
On one hand, Seychelles don't have the tax sharing agreements Panama has.

On the other hand, Panama shares tax information, but they seem to record less information on you. Ie. Seychelles has a register that gov't can access to find you if they really want to.

I'm also considering Belize as they have no register (afaik) but are negotiating for 10 years TIEA (Tax sharing agreement) with everyone.

But nowadays, secrecy is pierced through banking, not corporate registers. With banks being required to report under CRS/AEOI and FATCA, the secrecy of the company/foundation is effectively bypassed.

This is for me, a holding company, won't touch the banks fortunately. Also Seychelles have no TIEA w/ my country luckily, its why I consider it.
 
If your holding company has a large stake in any business, then in order for that business to open a bank account it will have to provide all the relevant information about the parent as well.
