Permanent residence/citizenship for high caliber individuals?

United States has EB-1A green card for highly qualified individuals. I am someone who might qualify based on my skillset but I am not interested given their citizenship-based taxation. Are there any (ideally, European) countries with good quality passports that provide residency/citizenship to highly skilled individuals? I am fairly certain that my resume would look great to a bureaucrat.

Romania have a program for extremely talented individuals who can bring a benefit to the country.
For example if you are Egyptian and are very good runner. They could grant you citizenship on the basis you could represent them in the Olympics. This is not just for athletes.

Qatar also have a similar to program for athletes.

Would Romania consider research scientists in computer science? And if yes, do you know any lawyers I can talk to that can file a petition for me?
