Reputable and cost-effective offshore incorporation service?

Hi, I'm looking for a service to use to incorporate an offshore company. I'd like to use the most cost-effective service that is also reputable (e.g. no hidden fees, not an outright scam, no accounts of dodgy treatment of customers).

I do not need to register a bank account, so my choice of jurisdictions is wide open, in case that makes any difference.

I want to register my company in Belize, Anguilla, Seychelles or Samoa. I do not require a bank account. Just a tax efficient jurisdiction, with reasonable annual fees to maintain the company.
