How can Goverment own mint banned by banks?

I come across the news that
"Two of the world's biggest banks blacklist Perth Mint"

When i try to research
I found that "The Perth Mint is Australia's official bullion mint and wholly owned by the Government of Western Australia." (en.wikipedia.org/wiki/Perth_Mint)

How this possible ?
Government owned mint doing wrong things?
