3,000 EUR a year maintenance fee is kind of high to be honest and for a bank in Vanuatu?

Well, people can always find cheaper options, it's their choice.
I would be willing to pay a little more for the peace of mind. Keep in mind they will onboard businesses (jurisdictions, business types, etc) that no other legitimate banks will start the relationship with.
The bank has great management and it belongs to company group that is always expanding their valuable infrastructure. There won't be surprises or bank run. That's what matters to me.
When people pay thousands for application to MIGOM bank, PPB for me is a no-brainer.
