I need the next solution - open account in EMI, which provides the possibility to top-up it by my own VISA or Mastercard.

Thanks for sharing the list but none of these support Indian residents. Can you maybe share some which do accept Indian residents?

You are Indian; you can open accounts at Winvista, Conotoxia, Verifo, Swissquote, and Flowbank.
