Countries with easy access to worker visas

Can anyone recommend any low-tax countries where a company would be able to easily obtain residency visas for workers?
It would be best if termination of the employment contract would automatically cancel the visa.
The UAE looks quite good, but workers can't be outside of the country for more than 182 days. Which isn't a big issue, but maybe somebody knows an even better option.
In Qatar, the visa processing seems more complicated/time-consuming.
Any other alternatives? What about Georgia? Or some South-American countries?

Ideally there wouldn't be many restrictions.
At least EU should be covered.
UAE looks good, but maybe there are even better alternatives.

If you consider UAE, you can take a look into Bahrain. Cheaper than UAE.

Seems like there is 4% social security tax in Bahrain? Hmmm.
