Best low tax company for PayPal, TransferWise usd

Looking for suggestions on where to set up my company. I need PayPal and want to charge my customers in USD and withdraw to a US bank account like transferwise borderless. I also don't want an EU company because of the whole vat nonsense.

Very important for me are:
- TransferWise USD compatibility
- PayPal with no withdrawal fee
- not in EU
- low tax

Options I understand but don't want to do unless necessary are:
Singapore: highish tax
Hong Kong: 2.5% withdrawal fee for usd on PayPal, hard to qualify for offshore exemption
Malta: is Eu, thus has vat
Labuan: my industry / activity does not qualify for the 3% tax
US LLC: scary because most of my customers and suppliers are in USA. Likely would have ECI
Cyprus: already have a Cyprus entity for another business of mine that I could use, but... Is in EU and thus has vat. Also not compatible with TransferWise USD

Do you guys think Singapore is my best option? What do you recommend?
 
Also looked at a uae free zone, but that requires me to visit twice per year and has a 2.5% PayPal withdrawal fee
 
Eu companies don't charge vat to us customers, and a non eu company should charge vat for eu customers in the same cases where a EU company charge vat.

Another option is Gibraltar.

"Should" but not enforced for small + medium businesses.. nobody in my industry charges Eu customers vat if they aren't Eu companies. and I don't want to be charged vat from suppliers either
 
Did you check about Georgia? Has USD with TransferWise not sure about PayPal though, easy to travel under normal circumstances
