Looking for an offshore bank to open an account that supports the RTGS / TARGET2 system

Hello everyone,

i am looking for an offshore Bank, in order to open an account that supports the RTGS / TARGET2 system.

i found the following link that shows alle the participants of the TARGET2 system, but i need a specific list of the offshore ones :

And if there is a list of the offshore banks that supports the RTGS system.

TARGET2 is the Real Time Gross Settlement (RTGS) system for the Euro currency for Eurozone member states only. It is not possible for an offshore bank outside Eurozone to have access to it. It is a bit like asking for a non-US bank or non-US territory that offers direct US dollar Fedwire clearing - it does not exist 🙄.
