I am a HK resident and director of a HK company. The company does business outside of HK but does not have offshore recognition
If I employ a UK resident is there a way he pays no tax?
If he is a director does anything change?
Would using S-corp structure help my business?

I guess there is no chance for your UK resident, as employee or director, to avoid taxes with a HK company, quiet low in HK on salaries if your UK resident move to HK.

If the company paid tax in HK for my employee at ~13%, then paid my UK employee, would he still have to pay tax in UK at ~37%?

Sorry, I'm living in HK/SZ, but as I'm not British, I really don't know.
