"Fee" is not the main factor for offshore banking. The main factor are easy approval‌ from bank, secrecy, reliability etc. Most of the people will recommend for BoC (Bank of‍ Cyprus)

Bank of Cyprus and Piraeus Bank of Cyprus are the best banks there. You will‌ need an introducer that can help you open the account. They don't take customers from‍ the street. We use both banks for some of our activities.
