Let's just say some major upgrade needs to be done in the city, so you have time to store up water or electricity (for those who have generators and such). There's going to be a choice of which to sacrifice. Would you rather have no water for 3 days? (don't worry you won't die because you have already stored enough drinking water but of course, you just stored enough for the basic needs) or would you rather not have electricity for 3 days?
