There are many ways to obtain a visa in the EU with a much smaller budget.
But if you really want a golden visa, Greece seems the best option at the moment.

It depends on your situation, it's different whether you are broke (just enter illegally/as a refugee), a student, a business owner, a skilled professional.
Portugal, Cyprus, Italy, Poland are all easy.

If you just need a Schengen permit you don't have to live in Greece if you don't want.

Or course you don't have to⁤ stay but you have to be there at least once in a while and initially⁣ to setup. As I just complete a small trip to Athens I have no desire⁢ to ever go again
