Yes. With the‌ conditions you described in the first post, Paraguay is not a way to go unless‍ you or your agent are well-connected in the circles where they grant citizenships.
The friendly⁠ warning is that in this country, everybody will tell you they are "well-connected."
 
Uruguay works. Dual citizenship allowed. 5 years strict residency requirement and after that ca. 1‌ year to get citizenship.
You need to speak fluently spanish and you must be integrated‍ into society.
 
May I ask why it's not feasible? I understand from what‍ I've heard that after 5 years (based on the friendship's country program), one might be⁠ eligible for citizenship, but the recent requirement to prove strong connections to the country through⁤ things like children's schooling seems to present a bit of a challenge.
 
because the President has to sign the naturalization certificate. If you have no local political‌ connections you should forget about it. This takes years on top of the 5 years‍ and makes no sense for such a low tier passport...
 
no there has been a law passed to accelerate the process, so maybe 5 years‌ "residency" + 1 year processing time
 
He is missing out on the fact that you need to pass a Panamanian history‌ test as part of the application. So a strong command of Spanish language is required.‍ Furthermore as part of the application you sign that you renounce your current citizenship(s) as⁠ dual / multiple citizenship is not allowed by Panamanian law.
Moreover most applications for citizenship⁤ get denied anyway.
Do not fall for this.
 
If you have the opportunity to obtain citizenship in Panama,︇ and you speak either Spanish or Portuguese (I can’t quite remember which language they speak︈ there), I would personally prefer Panama over Uruguay. I’ve been to both countries, and I︉ definitely liked Panama more.

That said, I was only there as a tourist in both︊ cases.

Now I wondering what you figured out?
