If you have a Paraguayan cédula and the usual supporting documents , such as your RUC, Tax ID, and temporary residency ,
what kinds of bank accounts or EMIs can you open and use for personal expenses?

The Real Question:

Which legit banks or EMIs , ideally with multi-currency accounts , can be linked to your Paraguayan cédula without requiring your passport?

Im looking for options that:
  • Accept a cédula only (no passport required)
  • Support multi-currency balances (USD, EUR, stablecoins, etc.)
  • Are practical for daily worldwide personal expenses
  • Have reasonable fees and a good track record

paraguay is︂ not well supported and not very useful for offshore banking. You better off pushing it︃ all into a corp structure.

You are saying I can create a US LLC,... with just a Paraguayan‍ cedula (ID Card) or what do you mean?
 
And that should be a big red flag if they accept such low-tier document. And‌ its against international practice. You have to a*s for a paspsort + utility bill +‍ residence permit (if resident not in country of citizenship). Do you really want to bank⁠ with such shitty financial institutions?

I'm hearing that US⁤ banks are open to Paraguay IDs but you definitely need a passport, every single bank⁣ will ask for your passport nowadays.
 
if xapo is expensive for you, use local banks. Itau and others do have 0.0%‌ exchange rate fees from certain lvl of credit cards.
 
Itau and others issue debit cards that can be used for worldwide payments in stores, ATM‍ withdraws and online shopping?

Account balance is only available in local currency?

Any Paraguayan banks⁠ that issue debit cards for every day spending with good fees(outside of paraguay) ?
 
US financial institutions seem to be open to eu/py residents. They still require a passport‌ but they list py residence and py cedula number as tax id.
