There are less than 100 Russian Oligarchs and most have tea and biscuits‍ with Putin to avoid accidentally falling out of hotel windows. This means they will not⁠ be found fit and proper for the visa. Also Indian people are very prudent with⁤ money I wont see them throwing $5m away (which is a lot of Rupees) just⁣ to live in US when there is Dubai etc that is much cheaper. If you⁢ were allowed to invest the $5m that's a different story.

I struggle to see how︀ this scheme could be successful. Most HNWI have the means to live wherever they want︁ regardless of their passport by using existing residency by investment schemes, CBI passports etc. Plus︂ most will have done their relocation efforts already. Anyone taking up this golden visa would︃ be looking at US and saying I love to live in a deeply divided fascist︄ state where healthcare CEO's and politicians get domed, mass shootings happen on average every day︅ and food quality is garbage etc. Maybe some want to eventually obtain the US passport︆ and look forward to citizenship based taxation.

I also don't understand the point how this visa is giving access to US market.‌ In principle, any person can open business in US without even being citizen or resident.‍
Rich people have enough options for residencies, besides US. If you can afford some immigration⁠ card for 5m$ , then you can afford Swiss lump-sum for example.
I think this⁤ can work maybe for very rare exceptional cases. I think they will sell some card,⁣ but not many...

I think this visa will not require high fit and proper test,⁢ unless person is murderer or mafia

Well many Indians see︆ the potential in USA due to their children wanting a permanent solution to their passport︇ woes. Canada and USA were both preferred candidates for decades for this reason.
