You can go to the embassy/consolate of your second country of citizenship and lament the situation. This is what citizenships are for, put nations agains each other to benefit you.

No, you cannot. If you are citizen of A and B and you are in A, you won't get consular protection from B.

Latter will 100% happen in countries like U.S. They don't give a F if you have multiple citizenships that can "protect" you. As long as you are a U.S. citizen they will treat you as if its your sole citizenship.

I keep hearing that CBI programs are basically a liability in the end and potential risk when things will get tighten up in the future

Yes it is happening in some places (hello EU), but it's not like a CBI is useful only for travel purposes as I briefly noted before.

Yes they can help you. But the country you are in will have the last word and can deny any consular protection.
