You pretend to be a financial service or a business selling something like company formation, throw in some ads here and there, and wait for customers to come to you. Then, you ask them to send you their passport, utility bill, or whatever else you need.
You can even get some customers to do video verification by sending them a link, and they'll do it thinking they're getting a service they'll never actually receive.
