Software company in Estonia and VAT ?

For Estonia company...what is the VAT situation is like ?
If I am selling to international customer my service and software ?
Do I need to pay VAT ? or zero VAT rate applies ?

It depends if you are selling within EU / outside EU to businesss / end‌ user
