Panama Company for VPN Business, Do i need Payment Processor Company?

Hello!
I'm starting a VPN business, due data retention laws Panama is best for no-log‌ policy VPN companies as i know.

But if i go with Panama company, how can‍ i collect payments? Probably all EMIs reject Panama company.

Do i need Cyprus/Malta Payment Processor⁠ company? Are companies that process payments liable?

The best example is NordVPN, they are using⁤ Panama setup but in payments idk they are using Panama or another company.
