Operating in USD - Cyprus Bank Account

Hi, can anybody tell me logic behind it:

I have USD account and VISA USD card linked to that account in Cyprus Bank. When I use VISA USD card, they always charge %4 extra. Let's say I buy something for $100, they charge $104. Wtf?

Of course, I called them but it seems that's just the way it is

What is the point to provide VISA USD card, USD Bank account and etc. if you still cannot operate normally in this currency?
 
There is no point other than it is convince for customers requiring this service to‌ have the option. Cyprus banks are not cheap, but they are good if you know‍ how to deal with them.
 
Could you elaborate a bit⁠ more about "but they are good if you know how to deal with them." ?⁤ By giving a few examples. Thank you very much in advance
 
If you are lucky and can get an account with one of the major banks‌ in Cyprus you can have a real USD account which is more or less trouble‍ free.
