Offshore Crypto without license (Where to move from SVG?)

Hi everyone,
Can anyone advise which jurisdictions are still available for redomiciliation (we need to keep safe structure and accounts) from St. Vincent and the Grenadines for a crypto exchange?

Due to the new VASP law in SVG, a license is now required.
Nevis also seems to be preparing similar legislation.
St. Lucia and Antigua have strict local record-keeping and reporting requirements.

Are there any viable options left for redomiciliation without immediate licensing or heavy substance obligations?
Would appreciate any suggestions or insights.

I think crypto businesses are now regulated almost everywhere... for sure there are certain jurisdictions‌ where licensing is easier than others... In the Caribbean, I think that Anguilla is one‍ of the top rated
 
What are your thoughts on Dominica? Looks like it doesn’t have any crypto regulations neither‌ forex/cfd.
 
There is a difference between having a license to carry on an activity and conducting‌ that same activity in a country where it would be prohibited but the government doesn't‍ have the capacity to enforce its laws. Crypto transactions are subject to FATF AML standards,⁠ so it is impossible to find a place where crypto businesses are not regulated. Not⁤ any longer at least...
 
What's that about Panama if you don't mind to‌ elaborate ?
