Offshore banking in Andorra and Belize where?

Can you let me know what offshore banks are available in Andorra and Belize to open bank account, I don't want to travel there please!

In Belize there was a bank called Alliance Bank of Belize Ltd. but they seems‌ to have vanished.

I found the following other banks in Belize but don't know about‍ them:
