Where can I open offshore bank account with good banking interface and with passport from Iran?

Yes thats possible, just make sure you have a utility bill not older than 3‌ months and in English, if not a official translation is required. Also please make sure‍ the passport is valid.

Seems not to be an issue with Iranien passports any longer after the embargo /‌ sactions of Iran have been lifted!
