Anonymous Windows is unlikely, but you can find a root server, which is yes more expensive but offers better control over everything.

What does it mean with a root server, can you explain or detail a possible setup with a root server?

Yeah sure, the root or dedicated server (e.g Hetzner) is that you have access to the hardware of the computer directly, without barriers like in case/comparison to a virtual machine (e.g VPS).

This give you the ability to control the computer with its resources which gives you better trust on your work.

After you have that, try to install something like Debian OS, then install virtualbox (step by step exist in many ways like written in the web or videos on youtube..)

Then install whonix + windows inside virtualbox then link both of them where all windows traffic going to be passing through Tor (the onion router) which is an anonymization tool.

This is the simplest but needs time to learn or someone with skill to achieve it.

If you want to do that on your home computer (not server), you can install Qubes OS and learn it (best OS for user security).
