Mir payment card for EU citizen

I would like to obtain a Mir payment card, is it possible to get easily‌ and remotely for an EU citizen?

You mean local Russian payment system?
You might struggle to use it anywhere outside if‌ Russia, but if you really need it - there are some online banks there, like‍ Tinkoff, where you only need a local registration and address for delivery. I'm not sure⁠ they will issue a card for a non-resident though.

Yes, the local Russian payment system that can be used in Russia, as well as‌ several CIS countries and Iran. I need a solution where I can easily top up‍ the card online like a debit card, something similar to Advcash.

The last time (1 month a go) I looked into a Russian solution I had‌ to get my passport certified by an embassy and send it to Russia!
