I will add that a Serbian passport could be of immense utility depending on one’s personal situation. “Worth it” is very much dependent on circumstances.

Acquiring one of these passports is often seen as a major red flag, casting suspicion not only on your businesses but also on you personally. In most cases, they simply aren't worth the risk or the money.

It doesn't matter how big an appetite your fixers in Serbia have, be it $30k or $400k, in the end you will be scammed and won't get the citizenship.

I believe that you are right and it might have happened that somebody got a second citizenship in that way... The real point is: what do you do with a Serbian citizenship? You won't be allowed to open a bank account in a reputable bank (or in a reputable jurisdiction), you may have issues travelling to the USA or Europe... Does it really make any sense?
It’s good to know that it has worked. From my discussions it is not at all a sure thing even with business interests in the country, etc.
A Serbian passport is certainly less radioactive than a passport from Dominica. Depending on personal circumstances, it could be very useful. But, this is all dependent on circumstances.
I have business interests in Serbia︀ and would appreciate a non-aligned but still strong passport that I can travel on to︁ certain regions with less scrutiny than a Western-aligned passport (not going to use it in︂ North America, EU, or UK). But then, I have a top tier passport and a︃ non-suspicious residence, so it would be less important for me for banking and travel.
You’ll note that there is enough uncertainty around the process versus the level of value that︄ I haven’t moved forward to pursue it, though.
